In Tokyo the sun rose on a kimono and a moustache that defied sumo regulation. Fourteen months later the agency did it again, on the opposite coast, at night, with sequins. This page is the open-session briefing that followed — the statement, the exhibits, the photographs, and the questions Public Affairs would very much like to stop answering.
01 // OPENING STATEMENT
Chair, members of the subcommittee: thank you for the opportunity to appear today. The agency deployed two senior operatives to the San Francisco area of operations on 22 August 2026 for what the tasking order describes as “urban pattern-of-life familiarisation under civilian cover.”
The agency wishes to state at the outset that all operational objectives were met. The agency further wishes to state that this is technically true.
Cover selection for the evening phase was delegated, per standing practice, to the mission lead. The mission lead selected a curly shoulder-length wig, an adhesive moustache of non-regulation width, amber aviator sunglasses to be worn indoors at night, a sequinned shirt, and a gold chain he refused to take off. Night Shade was offered a matching configuration. Night Shade declined. Night Shade declined loudly, twice, in a hotel corridor.
The agency notes that this is the second operation in fourteen months to be compromised by the same operative wearing the same category of facial appliance. The relevant precedent is Operation Rising Sunburn (OP-RSB-07, Tokyo). The agency's position is that lessons were identified. The agency's position is not that lessons were learned. Those are different words and we chose ours carefully.
Submitted by the Office of Public Affairs, which did not authorise this operation,
was not consulted about this operation, and has been handling it since Sunday.

02 // ASSIGNED CIVILIAN COVERS
Doctrine for a dense urban AO is unambiguous: forgettable silhouette, neutral colour, no reflective surfaces, no headwear that draws the eye. One operative read the doctrine. The other read it, disagreed with it, and went shopping.

Cover legend: visiting nightlife enthusiast of indeterminate origin. Sequinned two-piece · wig (deployed on arrival) · adhesive moustache · tinted aviators, worn indoors, at night · personal gold chain, non-negotiable.
BETA // NIGHT SHADE
Cover legend: local, out for the evening, unaccompanied. Black sequin halter · no wig · no prosthetic · no appliance of any kind. Accepted exactly one novelty item all weekend, and it was a cat-ear headband she was already wearing in daylight.

At approximately 2140 hrs both operatives entered a mirrored, zebra-patterned corridor equipped with a programmable colour rig. The agency has entered the full sweep into evidence because it is, genuinely, the only controlled test of the disguise anyone performed all weekend. Both operatives dress. Both operatives are, at this point, recognisable, competent, and entirely within doctrine. Night Shade completes her cover in four minutes. The Commander is still working.
The wig is in a bag on the bed. It has not been fitted. Multiple frames from this window show a man who could still have walked out of that room unnoticed.
AAR: Last defensible moment of the operation. Everything after this is Exhibit A.
Wig fitted. Moustache applied. Aviators lowered. The transformation is completed somewhere between the door and the floor, and it is completed in front of people.
Within ninety seconds the Commander is the most photographed object in a room that contains a rotating mirror ball.
AAR: Cover integrity fell from 100% to 0% faster than any other operation on file, including the one with the parachute.
Both operatives enter a mirrored corridor under a programmable light rig and remain there for a documented eleven minutes. Fourteen frames survive.
Doctrine prohibits two assets from photographing together under identical lighting. They did it inside a gilt mirror frame. Twice.
AAR: The only controlled test conducted all weekend, and it was conducted for fun. See Exhibit B.
The stated objective of the evening phase was to disappear into a crowd. The crowd, upon contact, formed a polite radius and maintained it.
Night Shade holds composure in every frame from this window. The Commander’s facial OPSEC collapses at approximately 2234 and does not recover.
AAR: Blending requires being similar to the crowd. The subject was, by every measurable property, the opposite of the crowd.
The appliance detaches, is checked, is reseated, detaches again. On the fourth occurrence the Commander abandons adhesive entirely and holds it on by hand, in public, at close range, while posing.
This is the precise failure mode logged in Tokyo under OP-RSB-07. It is the same brand of adhesive. He bought more of it.
AAR: Fourteen months, two continents, one adhesive. The subcommittee has questions and they are all the same question.
Given a choice between walking around the venue’s beam array and walking straight through it, the Commander walked straight through it. Every sequin lit independently.
Exfiltration completed without incident, largely because there was no incident to exfiltrate from. Nobody was following them. Everybody was looking at them. These are not the same thing, and the Commander has been asked to stop conflating them.
AAR: Described by one analyst as “a man-shaped constellation.” Entered verbatim.
Day two opens with genuine elevated overwatch: an enclosed glass cabin with clean sightlines across the wharf, the bay, Alcatraz and the bridge approach. Useful imagery was in fact captured.
It was captured between selfies. Night Shade — in a cat-ear headband she has now worn across two calendar days and one nightclub — spent more of the rotation looking out of the window than her partner did.
AAR: Best intelligence product of the operation came from the one platform they rode for fun.
Contact established with the wharf’s standing population: several dozen sea lions holding a floating dock they have occupied continuously since 1989 without a permit, a lease, or a single filed report.
The Commander stood at the rail for six minutes making a noise at them. One individual made the noise back, louder, and held eye contact. That frame is in the locker.
AAR: The only counter-surveillance asset encountered during the entire operation, and it was not on our side. Witness statements below.
Neither the tasking order nor any annex mentions confectionery. The operatives spent approximately ninety minutes inside a single retail location containing a floor-to-ceiling wall of individually coloured product.
The Commander posed formally beside a large mascot statue. He does this with statues. He has always done this with statues. The file contains four separate instances across two operations.
AAR: Each operative maintains the stop was the other’s idea. Timestamps place the Commander inside first, alone, for six minutes.
The operation closes quietly along the western waterfront: beach, treeline, the long curve of the municipal pier, and a railing where Night Shade stood for some time without a phone, a pose, or anyone talking to her.
The committee has reviewed that frame carefully. It is the best tradecraft recorded across both days, and it consists entirely of one operative looking at some water.
AAR: Operation closed on schedule. Nothing was compromised except everything about the cover, which was already gone by 2106 the previous evening.

The subcommittee requested statements from parties present at Pier 39 on 23 August. The only parties present for the entire window were the resident sea lion colony. Their statements were recorded as delivered and translated by the agency’s marine liaison, who is a person with a notebook and no credentials whatsoever.
